wait for noteoff

when I have the

wait for noteoff

selected in the edit window on keys that are set to react using first and second values, the key only presses once instead of acting like it is being held down and then on noteoff presses the key once more. I experienced this in version 2.3.5.0 I don't know if this is a bug or if this is intentionally how it is meant to work (don't think it is as it says that it will hold key down until it receives the noteoff signal right under the option). I am using a novation launchpad mk2 as my midi controller. Any suggestions on a fix?
